What is TELM?
The Technology Enhanced Leadership Model (TELM) is a research-based, multi-level framework designed to guide leadership in technology-enhanced teaching and learning. It recognizes what many leaders already know: schools are complex systems, and no single leadership style fits every layer. Drawing from leadership theory (Hersey, 1985) and systems-based educational research (Law et al., 2016; Liu et al., 2016), TELM offers a flexible, team-centered approach that works in real schools — not just theory. TELM is built on six core elements:
